Prosecutor Files Charges Of Manslaughter On Tiarra Garcia Case in Pasco

PASCO, Wash.-- More than 9 months after her disappearance, the Franklin County Prosecutor says there's enough evidence to declare 19-year-old Tiarra Garcia dead.

Garcia's body has yet to be found. Pasco Police believe her body was dumped in the area of Mount Rainier National Park.

On Tuesday the Franklin County Prosecutor, Steve Lowe, filed charges of manslaughter in the first degree against 31-year-old Marnicus Lockhard. Lockhard also faces charges of first degree unlawful possession of a firearm.

Lockhard was first arrested in July of 2008 in Milwaukee. He was then charged with first degree kidnapping.

Three other people involved with the case were charged with kidnapping: Ashone Hollinquest, Verla Spencer, and Andrea Parr.
