Authorities tell us there is new evidence that suggests Phillip Paul's escape may have been premeditated.
We talked with a spokes person from the Spokane Sheriff's Office and he says Eastern State Hospital schedules outings to the county fair every year, which gave Paul plenty of time to think about an escape.
It has not been confirmed if the get-a-way was pre planned but we are told he didn't leave much clothing behind in his room. He also took 50 dollars with him on the trip.
"It looks like he took clothing and maybe food with him when he went to the fair,so our sense is that it was planned," Spokes Person for the Spokane Sheriff's Office Dave Reagan said.
As we've been reporting, this isn't the first time Paul has escaped. In 1991 he walked away during a day trip to Washington Lake and was later captured. Paul then attacked a sheriff's deputy in the jail booking area, knocked him out and was convicted of first-degree escape and second-degree assault.
