SPOKANE, Wash-- Now that Phillip Paul has been arrested, there are still a number of unanswered questions. And among those questions, we want to know why he was allowed at the fair in the first place.
KNDU spoke with the secretary of the Department of Social and Health Services, who has ordered a full review, and says DSHS is committed to finding out how this happened.
"I think the fact that we had Mr. Paul and other forensic patients at the fair, it is highly questionable," says Susan Dreyfus with DSHS. "It defies a little bit of common sense here. Then you have the lapse of time in terms of when we realized he was missing and how long it took for the hospital to call law enforcement, that simply should not happen."
DSHS will be working with the Department of Corrections and the Spokane Sheriff's Office for their review. They'll send that report to the governor. Secretary Dreyfus says make no mistake about it-- this can never happen again.
