Kennewick, WA- A Benton County judge has scheduled a hearing to determine if a woman accused of murder is competent to stand trial.
Phien Sisouvahn wasn't in court today.
Corrections told Judge Robert Swisher Sisouvahn refused to come out of her jail cell.
At her last court appearance, prosecutor Andy Miller presented a report from psychiatrists at Eastern State Hospital that conclude Sisouvahn is competent to stand trial.
Her defense attorney plans to have a second psychiatrist examine Sisouvahn before the hearing set for next month.
Sisouvahn is accused of murdering a pregnant woman in Columbia Park in 2008, and cutting the unborn baby from her womb.
The baby survived.
