RICHLAND, Wash. (AP) - California car maker ZAP says it plans to license charging technology developed by researchers at the Pacific Northwest National Laboratory.

The Richland lab has developed a device that automatically figures out the best and cheapest times for drivers to recharge electric vehicles.

Santa Rosa, Calif.-based ZAP says it'll use the devices at charging stations in China, Korea and the U.S. Researchers say the device will save consumers money and relieve stress on the power grid.
