LONGVIEW, Wash. A retired Cowlitz County judge has beaten the rap on a speeding ticket he received through a traffic camera.
Jim Warme was ticketed a year ago in Longview when a camera caught his car going 31 mph in a 20 mph school zone. He appealed, saying the camera captures image of cars, not the drivers. Warme says it's unconstitutional for the accused to have to prove they weren't driving.
A Clark County judge who was brought in to hear the appeal ruled the City of Longview failed to prove Warme or his wife was driving the speeding car through a school zone.
