PASCO, Wash.- A Franklin County judge is wading through boxes of records to determine whether the City of Pasco hid documents relating to the proposed annexation of the doughnut hole area.
Roger Lenk has sued the city. He lives in the doughnut hole and argues the city manager's office has dragged its feet in turning over what he believes are public records.
City manager workers contend many of the emails and other communications are exempt from the public record requirements.
Superior Court Judge Bruce Spanner could issue penalties if he determines the city withheld documents or was slow to turn them over.
