OLYMPIA - Now that Initiative 502 has passed, the Washington State Liquor Control Board says it could take a year to build the framework for the new laws.

The initiative established precedent for growing, processing, selling and using marijuana recreationally, so now the board will build a system from the ground up.

The initiative will allow the WSLCB until December 1, 2013 to craft the rules for implementing the laws.

The board says the biggest issue, is that marijuana remains illegal at the federal level, but board members plan to reach out to the federal Department of Justice in the next few weeks.
