Richland Police Arrest Man for Boat Prowling

RICHLAND, Wash. - Richland Police say they have arrested a man for boat prowling. 

Police say they saw a transient, 32-year-old James A. Higgins rummaging through boats on private docks in the Columbia Park Trail Marina on Saturday. 

Officers say when they approached Higgins, he was removing electronics under a steering column of one of the boats. Police say he initially identified himself as the boat's owner, listed on the registration.

Officers say they arrested Higgins after they found he had stolen a bag of tools, an anchor, a trolling motor controller, a fishing rod and reel, 2 life vests, a dock hook, an oar, and various hand tools.

Police say Higgins also appeared to be under the influence of drugs. Officers booked him into the Benton County Jail for two counts of vehicle prowling, making false and misleading statements to police, disorderly conduct, and criminal trespassing.
