Victim's Name:  JC Penney

Defendant's Name:             Douglas Kent Harper,  age 65

 

Summary of Incident:

On December 18, 2013 at about 0151 hours, JC Penney employee, Amy Dyer, called to report they had an alarm at JC Penney located at the Columbia Center Mall and needed police assistance.  Officers from Kennewick Police with assistance from officers from the Richland Police Department contained the building.  Harper was found hiding in the building wearing stolen clothes from JC Penney.  Kennewick K9 was used to clear the rest of the building with no one else located.  During the incident, Benton County Sherriff's Office assisted in taking calls in the city of Kennewick.

 

Harper was booked into the Benton County Jail on investigation of burglary in the second degree.  Harper was also booked as a fugitive from justice as he had a felony warrant out of Oregon.
