PULLMAN, WA-  A 31-year-old man accused of starting a $13 million fire at an apartment complex that was under construction in Pullman has pleaded guilty to a felony arson charge.
    
Bryan Kitchen entered his plea Monday. The station says the plea deal calls for a four-year sentence for the July 14 fire at The Grove apartment project.
    
Flames destroyed four buildings that were set to house Washington State University students for the fall semester. Several hundred students had to find other housing.
    
Kitchen worked for a plumbing subcontractor at the construction site.
    
A judge will decide whether to accept the plea deal.
