WASHINGTON, D.C. - President Barack Obama has told Congress in his fifth State of the Union address that he believes "2014 can be a breakthrough year for America."
The president said he was willing to work with Congress, but he vowed to act "whenever and wherever" by using executive actions to help improve the economic conditions for Americans.
