PORTLAND, OR - Carolyn Lawson, the Oregon Health Authority's senior IT manager who resigned, says she's not to blame for the botched rollout of the Cover Oregon website. 

Lawson resigned in the wake of the state's health exchange disaster. She says the exchange's problems are due to inferior work by Oracle Corp., the main technology contractor. She also says Cover Oregon's inability to settle on business requirements hindered the site's development.

Lawson says she was removed from the project oversight in November of 2012, but OHA controlled huge federal grants for the exchange until the spring of 2013.

Directors at Cover Oregon have previously said they took over the exchange in April of that year.

Lawson said she repeatedly warned her superior Bruce Goldberg that the exchange was in trouble.
