WASHINGTON (AP) - As the eastern half of the country dries out from this week's heavy storms, many communities continue to deal with flooding.The National Weather Services has a flood watch posted for the entire state of Connecticut. Forecasters say some areas could get more than 3 inches of rain before the storm system passes tonight.

Heavy rains have slowed in the mid-Atlantic, but officials are warning motorists to keep watching for flooded roads. The National Weather Service says flood warnings remain in effect as tributaries drain into larger rivers like the Potomac and flooding could be an issue into Friday.

More than six inches of rain fell in the Philadelphia area. Chester County emergency officials say more than 62 people were rescued from vehicles overnight, most after driving past closed road signs and barriers.

The deluge led to disastrous flooding along the Gulf Coast. Florida Panhandle residents are cleaning up as floodwaters recede there. Nearly 2 feet of rain drenched Escambia and Santa Rosa counties in the span of about 24 hours.

And the Mississippi River is flooding in several towns north of St. Louis.

    PANAMA CITY (AP) - A source close to the family of Manuel Noriega says the former Panamanian dictator has died at age 83.      The source was not authorized to be quoted by name.      Panamanian President Juan Carlos Varela wrote in his Twitter account that "the death of Manuel A. Noriega closes a chapter in our history."
