Britain raises terror threat level

LONDON (AP) - Britain's Home Secretary Theresa May says the country has raised the terror threat level from substantial to severe, but says there is no specific threat.
    
The threat level means that a terrorist attack is considered "highly likely," but May insisted Friday there is no information to suggest an attack is imminent. She says higher threat level is related to developments in Iraq and Syria.
    
Severe is the second-highest threat level.
    
May says the decision by the Joint Terrorism Analysis Center is made on the basis of intelligence and is independent of government.
    
Britain has repeatedly expressed concern about British nationals traveling to the Middle East and returning to wage attacks in the U.K.

(AP) - A baby raccoon halted Northern California traffic after he crawled inside the engine compartment of an SUV stopped at a traffic signal.    The East Bay Times reports that police Lt. Fred Dauer thought he had come across a traffic accident in Emeryville on Friday when he saw cars parked and people standing around using their cellphones.

    SAN ANTONIO (AP) - A Texas charter school has apologized after a teacher asked students in an eighth grade American history class to list the positive and negative aspects of slavery.    Officials at Great Hearts Monte Vista in San Antonio say the teacher who distributed the worksheet has been placed on leave and the school would be reviewing the history textbook associated with the lesson.
