UMATILLA, OR - Umatilla County Sheriff's Deputies, with assistance from Umatilla Police and the Oregon State Police arrested a man sleeping a car after breaking into a man's garage on Monday, February 9th.

Joseph Arthur Manning, age 28, from Irrigon  was charged with Burglary, Criminal Mischief, Theft, and Possession of a Controlled Substance.  On that morning, a person on Southshore Drive reported that someone broke into his garage, and that the contents of the garage were in mess.

The resident also noticed that the culprit loaded several of his tools and property into one of his vehicles in the garage, and also damaged the vehicle's ignition and steering column.

When he looked inside the second vehicle in his garage, also with a damaged ignition, he found Joseph Manning, who was sleeping in the seat. The resident called 911.

Lieutenant Kennedy from UPD and Deputy Westmoreland arrived a few minutes later and took Manning into custody.

Manning was in possession of suspected methamphetamine, several pieces of women's jewelry, several pieces of mail from addresses Umatilla, Hermiston and Irrigon, and credit cards, none of which were in his name.

The case is under further investigation and more charges are anticipated.
