All local jurisdictions will have to approve it: Kennewick, Richland, Pasco and the two counties.

"Great step in the right direction of work that's been happening over the last several years.  The city of Kennewick, the city of Richland, the city of Pasco, and both counties Benton, and Franklin will need to also approve this in order for us to be able to move forward and establish the details," said Kennewick City Manager Marie Mosley.

The Pasco City Council approved the agreement on Monday night.
