KENNEWICK, WA - The Kennewick City Council Tuesday night talked about banning outdoor medical marijuana growing within city limits and how to regulate the ban.

The council is discussing the changes to adjust with new state laws which allows cities to issue penalties against people growing marijuana that can be seen or smelled from public and private property next door.

The council heard from residents who say the outdoor grows are stinky and don't think they are safe for their neighborhoods.

Recent story about a shooting at an outdoor grow in Pasco.

City Attorney Lisa Beaton talked about how law enforcement would treat outdoor grows like any other nuisance complaint.

"This marijuana nuisance definition, they can proceed enforcement like every other public nuisance which would involve notifying the responsible party for that property, that we have received that complaint, that it is a public nuisance an that they need to correct that.

Correct that means, literally to remove the nuisance just like every other nuisance," says Beaton.

The change in state law doesn't go into effect until July, 2016.

The city council will vote the changes at their next meeting on October 20th.
