HERMISTON, OR -  Police in Hermiston had their hands full with what turned out to be a bomb hoax Monday morning.  Officers say they were called to 217 E. Beebe Ave. about 6:30 after a worker collecting garbage found a cardboard box inside a garbage can that said "this is a bomb" on the side.
  After some investigation, officers arrested 23-year-old David Ponce who lives at that address and admitted to trying to play a joke on a relative.  Police took him to jail for 1st Degree Disorderly Conduct and Possession of a Hoax Device.
  The Oregon State Police Bomb Squad examined the box and found a beer bottle inside.  Officers were tied up on the scene for about three hours.
  Police say they've arrested David Ponce 29 times over the years and written him 62 citations.
