HERMISTON, OR - Hermiston Police arrested a man and charged him for allegedly neglecting his 14 cats.

Hermiston officers responded to 141 NE 7th Street on a report of possible neglect of animals on December 7th at about 12:50 p.m.

Officers contacted David Zehner, 57, of that residence and located 14 cats with varying conditions.

Of the 14, three were found dead and two were requiring immediate medical care, according to police.

Pet Rescue of Hermiston responded and assisted the officers with removing all animals from the small residence.

Police said Zehner was cooperative with officers but he was eventually arrested and booked into the Umatilla County Jail for Animal Neglect in the First Degree.

"Though minimum care as defined by statute can be very subjective and is often the cause of varying opinions, it was clear based on the conditions our officers found the animals to be living in; minimum care was not being met for these animals.  We absolutely appreciate the support of Pet Rescue and the difficult job they do for the City of Hermiston." said Hermiston Police Chief Jason Edmiston
