PASCO, Wash. - A large bird may be to blame for knocking out power to the Tri-City Animal Control building in Pasco, causing some flooding.
The water was rising about half a foot an hour.
Just a few hours before the water would have reached animals inside the shelter.
Power was restored to the building. Electric power pumps regulate the shelter's water supply. About 50 animals were at the shelter, none of them were hurt.
