The man police believe stabbed another man twice outside a Kennewick bar was seen but not caught on Wednesday. Kennewick Police said they got a number of calls about Justin Raby and that they came very close to catching him.
Kennewick police were tipped that Raby had been seen near Kellogg and Clearwater. They surrounded the area, only to find out that Raby had ran away. A K-9 unit was on the scene, but police believe the dogs may have lost the scent after homeowners came out of their houses to look at the dogs.
Kennewick Police tell people to stay in their homes if they see a K-9 unit. This allows the dog to track the proper scent. They encourage anyone with information on Raby to call Kennewick Police.
