KENNEWICK, Wash. -- The Washington Legislature may outlaw window blind chords.
In 2005, 18-month-old Jaclyn Frank was strangled to death by the chords. Yesterday, the State House passed the Jaclyn Frank Act, to keep those chords out of daycares.
The new act also provides grants for daycares to replace the blinds. Since 1991, the U.S. Consumer Product Safety Commission has reported 174 strangulations due to window blinds.
