Horn Rapid ORV Park Management Change

RICHLAND, Wash. - Tuesday Night the Richland City Council passed a motion to privatize the Horn Rapids ORV Park.

The council voted unanimously to sign a lease agreement with Ray Coffman and Steve Baze for the operation and maintenance of the park.

The vote came just days after 12-year-old Blake Webb from Idaho died while riding his motorcycle at the park.

Police said the young boy was riding his dirt bike over a number of jumps when he fell off the bike.  Police said he was accidentally run over by another motorcyclist.

Webb was pronounced dead at Harborview Medical Center.  

Richland Parks and Recreation Commission has had been working with Coffman and Baze to come up with an agreeable plan for months.

Richland Parks and Recreation Representative Joel Cline said he is glad that the two men will be working with the city of Richland. 

The Richland Parks and Recreation Commission has met several times with the future management to discuss how the track will be run and said they feel that this is the best opportunity of the city.
