Washington - In 2003, the biological mother of two year old Raphael Gomez killed her son after he had been brought back to her from foster care four seperate times. The state senate has now passed the raffy gomez act. Through the Rafael Gomez Act, case workers will be required to bring to the court, visitation and progress reports, also the child and parents psychological reports. At that point the court will decide whether to move a child or not.
The governor will still have to sign the bill for it to pass.
