Undercover Officers Arrest 13 Men in Kennewick for Lewd Acts

KENNEWICK, Wash. - Thirteen men have been arrested in Kennewick and charged with lewd conduct. The men were picked up in a brushy area of Columbia Park over the past 24 days.  

They were arrested by undercover officers in an out- of- the way part of Columbia Park. Strewn throughout the area is evidence of illicit behavior. Most of them are over forty.

Police have been aggressively targeting the area near Edison Street for weeks, after receiving numerous complaints.  Undercover officers have been making random visits and made the arrests beginning July 2nd. The latest arrest came July 26th.

The names of those picked up are: Kevin Cottrell, a 47 year old from Pasco; 55 year old Stephen Bibe of Kennewick, who is also accused of assaulting an officer as he was being taken into custody; and  Jose Seped-Obispo, a 29 year old of Kennewick.

Also arrested: 29 year old Israel Alvarez of Kennewick; 46 year old David Perry of Kennewick; and Norman Mayfield, a 67 year old from Richland. 

Also arrested:  John Stark of Richland--41; John McDonald, a 59 year old from Kennewick; and  Douglas Bogart, 64, of Lake View, Oregon.  48 year old Kevin Hunt of Kennewick, William Wade, a 38 year old from Oklahoma, Saul Camarena-Padilla, 28 of Pasco, and Donald Patton, 71, of Pasco were also arrested in the Park.

Kennewick Sergeant, Scott Child, says the Kennewick Department is aggressively targeting the area, and will continue to make arrests.
