KENNEWICK, Wash. -- A public meeting was also held for people wanting to talk about the Kennewick Irrigation District's plans to combine its 150 local improvement districts into one.
The larger single district would be called LID 1000. Before, people paid to maintain their individual LID. If there was a major breakdown, their rates would skyrocket.
With the consolidation, KID leaders say people's water rates would be more even as costs would be shared. But, some people at the meeting questioned whether costs would really go down and whether KID would be able to make the new system work.
