Kennewick,WA- A lot of people point to the recession as a good reason not to change the Kennewick Irrigation District's rate structure.
Many people attending today's KID board meeting are retired, and they say they couldn't afford the rates under the proposed tiered rate plan.
"Every year it's something, one way or another. It's a bitter pill to swallow," one person in the audience said. Another person said, "I don't have any income coming in. Why are we raising these rates at this time?"
Under the proposed rate structure, KID says costs would be more fairly distributed among ratepayers.
K-I-D also says the new system would do away with local improvement districts.
The KID Board meets again in two weeks and could decide then on the proposed rate system, but board members say more likely, they'll wait until the new year before deciding.
