Kirk is a former mayor of Dallas, and was the first black tohold that post.
The official spoke on the condition of anonymity because Obamahas not made the selection public. He's expected to make theannouncement in coming days.
Obama tapped Kirk after Xavier Becerra, a Democratic congressmanfrom California, announced Tuesday that he intends to remain in theHouse rather than take the trade post.
